Section 1
All persons interested in amateur radio (solely with a personal aim and without pecuniary interest) shall be eligible for membership. Membership shall be by application and election upon such terms as the club shall by its by-laws provide.

The officers shall be: a President, a Vice-President, a Secretary, a Treasurer and a Net Manager.
Section 2
The officers of this club shall be elected for a term of one year. A nominating committee shall be appointed by the President at least by the regular meeting in September of each year. The said Nominating Committee shall present their nominations to the club at the regular meeting in October, and at this time any member may make nominations from the floor. No other nominations will be considered after this date and the election shall be held at the regular meeting of the club in November. The newly elected officers shall assume their duties on the first day of January. The President shall not vote in any election with the exception to break a tie vote.
Section 3
Vacancies occurring between elections shall be filled by special election at the regular meeting at which the vacancy is announced or as soon as possible thereafter.
Section 4
Officers may be removed from their office by means of a special called meeting and three-fourths of members present voting in favor thereof, provided a quorum for a special called meeting is present.

The president shall preside at all meetings of this club and conduct the same according to the rules adopted, shall enforce due observance of this constitution and by-laws, decide all questions of order, sign all official documents that are adopted by the club and perform all customary duties pertaining to the office of the president.
Section 2
The vice-president shall assume all the duties of the president in the absence of the latter. The vice-president shall be responsible for programs at the club meetings and shall procure concurrence for the programs from the president.

The secretary shall observe all proceedings of the meetings, make a permanent record of all things proper to be written, receive all monies due the club and pay them over to the treasurer and take receipt for same.
Section 4
The treasurer shall receive all monies from the hand of the secretary and make due entries of the same. The treasurer shall pay all bills that are authorized by an officer not to exceed a combined expenditure of $200.00 per month. Any amount above $200.00 must be approved at regular business meetings.
Section 5
The net manager will have the responsibilities of the local 2 meter net, procure net control stations, and make appropriate reports to the state traffic manager.
Section 6
At the end of the term of office, the office holder shall turn over to the successor all items and records belonging to the club.

The by-laws shall provide for regular meetings, special meetings and special meetings by mail ballots. At regular meetings the members in attendance shall constitute a quorum for transaction of business. At special meetings at least one-third of the membership eligible to vote, less the number of deceased Lifetime & Perpetual Trust Fund members, and less the number of honorary life members not attending a meeting in the last twelve months shall constitute a quorum for transaction of announced business. At special meetings by mail ballots the number of returned ballots necessary to transact business will be the same number as required for special meetings as directed in this section. It is the duty of club members to notify the club secretary in writing by U.S. Mail of any change to their mailing address.

This club will provide technical advice to members concerning equipment design and operation, assist in frequency observance, clean signals, uniform practices and absence of spurious radiations from club member's stations.

This constitution or by-laws can only be amended or changed by a special meeting or special meeting by mail ballots and with two-thirds of the ballots cast voting in favor thereof. Provided a quorum is present for a special meeting or for a special meeting by mail ballot, and the required number of ballots to transact business have been returned in a timely manner. The secretary or other club officer will check the club post office box at any time on the day of the special meeting.

Robert's Rules shall govern proceedings, as long as they are consistent with this constitution and by-laws.

It shall be the duty of the secretary to keep the constitution and the by-laws of the GARC and have same at every regular and special meeting. The secretary shall cause all amendments, changes, or additions to be noted therein and shall permit same to be consulted by members upon request.
Section 2 — Membership
Applications for membership shall be submitted at a regular meeting in writing. Each application must express a willingness of the applicant to abide by this constitution and by-laws and rules promulgated by the club. Two-thirds of members present shall approve the applicant before they shall be considered elected to membership after payment of dues.
Section 3 — Meetings
Regular meetings shall be held on the second Monday of each calendar month at such place and at such time as the president shall order. Special meetings and special meetings by mail ballot may be called by the president upon the written request of any five club members, or as deemed necessary by the club president. Notices shall be sent to members concerning special meetings and special meetings by mail ballots and for each meeting the business to be transacted will be designated. Only such business as designated shall be transacted. Such notices shall be sent through the U.S. Postal Service at least seven days prior to the meeting. Special meetings and special meetings by mail ballot may be held in conjunction with a regular meeting, but only business as designated in the mail notices will be transacted in the session of the special meeting or special meeting by mail ballots. The president will announce the start and close of the special meetings and they will be noted in the minutes of the regular meeting.
Section 4 — Dues
Annual Dues will be $20.00 per year with exception of persons 18 years of age and under, whose dues will be $5.00 per year. All dues are payable January 1st each year. New members will pay $20.00 or $5.00 with application for membership, depending on their age status. Their regular annual dues will also become payable January 1st of the following year. Any member three or more months in arrears with their dues will lose all club privileges. Any member applying for reinstatement will be treated as a new member in so far as dues are concerned. Any member of the Lifetime & Perpetual Trust Fund will be granted full membership in the club each year, upon payment of dues in the amount of $10.00 annually from the treasurer of the Trust Fund regardless of the amount of regular annual club dues. The first family member's annual dues will be $20.00 and other family member's dues will be $10.00 each provided each member resides at the same address.
Section 5 — Equipment
The chairperson of the board of trustees will be in charge of all club equipment, and the other trustees will serve with the chairperson in maintaining and operation of same. All club equipment shall be operated in accordance with FCC rules and regulations. All club equipment shall be marked with club identification and the trustee chairperson shall maintain a written record of all equipment. No club owned equipment except the gin pole and rope may be loaned to club members. Should the trustees need help in any way, they shall have the authority to enlist the aid of volunteers. Should they need paid help, then they would need to apply to the membership at any regular meeting for approval of same. Should any controversy arise concerning the equipment in any, whether operation of or otherwise, that they fail to settle satisfactorily, then the matter shall be brought before the membership at any regular business meeting for discussion and settlement.
